Sealed Bids will be received at 10 am, Wednesday, November 5, 2025 at 222 W Hargett Street, Room 305, Raleigh, NC 27601. At which time and place, bids will be publicly opened and read aloud for the construction of the Group 8 Sidewalk and Roadway Improvements project.

After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, the Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance, and the time specified in the Bid Form for the performance of the Contract.

A Non-mandatory Pre-Bid Meeting will be held at 10 am on Thursday, October 16, 2025 at 222 W Hargett Street, Room 303, Raleigh, NC 27601.

Requirements for pre-bid submittals of an “or-equal” are required within 10 days of the issuance of the Advertisement for Bids and in accordance with Section 00200, Instructions to Bidders.

The Project is spread over 2 locations, and each of them generally consists of the major items as follows:

Colleton Road:

Furnishing all labor, materials, equipment, and performing all work necessary and incidental to the installation of concrete curb & gutter, concrete sidewalk, concrete curb ramps, driveways aprons, utilities relocation, tree removal, erosion and traffic control, and setting up detour, and other pertinent items, including seeding and restoration.

Garner Road:

Furnishing all labor, materials, equipment and performing all work necessary and incidental to the grading and installation of concrete sidewalk, concrete curb ramps, asphalt multi-use path, monolithic concrete islands, pedestrian and traffic signals improvements, Signing and pavement markings, utilities relocation, pipe removal, tree removal, erosion and traffic control and setting up detour, and other pertinent items including seeding and restoration.
