NCNG Concord POV Parking Lot Repaving

Sealed proposals will be received until 2:00-pm October 28th, 2025, at the North Carolina National Guard, c/o Mr. James Bullister in the Joint Force Headquarters Cafeteria (1st Floor), 1636 Gold Star Drive, Raleigh, NC 27607

for the construction of:

North Carolina National Guard Concord POV Lot Repaving (SCO ID# 17-17670-01A)

General scope: Construction of (1) one Parking Lot that will include demolition; grading; erosion and sediment control; asphalt paving; concrete paving; Planting; Top Soiling and Seeding. The project also includes four alternates, one for paving an area behind the armory with reinforced concrete pavement, a second for removal of asphalt driveway off HWY 49 and replacing with reinforced concrete, a third for an ACF Grass Pave Parking Area or Approved Equal in POV Lot, and a fourth for removal of asphalt driveway off Old Charlotte Road and replacing with reinforced concrete.

Bids will be received for Single Prime General Contract. All proposals shall be lump sum.

An open pre-bid meeting will be held for all interested bidders at the site on October 7th at 10:00-am, location: the POV parking lot in front of the building located at 1501 Old Charlotte Road, Concord, NC 28027. The meeting will address project specific questions, issues, bidding procedures and bid forms. The meeting is also to identify preferred brand alternates and their performance standards that the owner will consider for approval on this project. In accordance with General Statute GS 133-3, Specifications may list one or more preferred brands as an alternate to the base bid in limited circumstances. Specifications containing a preferred brand alternate under this section must identify the performance standards that support the preference. Performance standards for the preference must be approved in advance by the owner in an open meeting. Any alternate approved by the owner shall be approved only where

(i) the preferred alternate will provide cost savings, maintain or improve the functioning of any process or system affected by the preferred item or items, or both, and (ii) a justification identifying these criteria is made available in writing to the public.

The last day for bid related questions is close of business on October 14th, 2025.
