ARTICLE 1 – GENERAL NOTICE

1.01            The City of Wilson (Owner) is requesting Bids for the construction of the following Project:

Goldsboro Phase II Water Main Replacement (SRP-D-ARP-0125)

1.02            Description of the Work

The project includes the construction of approximately 2,600 LF of 24-in, 2,500 LF of 16-in, 2,000 LF of 12-in, and 125 LF of 8-in ductile iron restrained joint water main, and associated fittings and appurtenances on Goldsboro St, Ward Blvd, and US-301. This Project is funded in whole or in part by the American Rescue Plan Act (ARPA) through the North Carolina Department of Environmental Quality (NCDEQ) Division of Water Infrastructure (DWI). The Funding Agency requires specific conditions and reporting as a condition for providing this funding. The conditions and reporting forms of the Funding Agency are included in the Contract Documents in Section 00 74 00 “Special Conditions for ARPA Funding”.

ARTICLE 2 – EXAMINATION AND PURCHASE OF DOCUMENTS

2.01            Advertisement and bidding information for the Project can be found at the following procurement website:

2.02            Prospective Bidders must register with the procurement website as a plan holder, even if the Contract Documents are obtained from a plan room or other site. All official notifications, Addenda, and other documents will be offered only through the procurement website. All bidders will be required to send an email to the Engineer at krista.paredes@freese.com.

2.03            The Contract Documents may be downloaded from the procurement website by prospective Bidders registered as plan holders. Bidders are responsible for ensuring that a complete set of documents, as defined in Section 00 52 13 “Agreement,” are used in the preparation of their Bids. The documents are made available for the sole purpose of obtaining Bids for completion of the Project and permission to download does not confer a license or grant permission or authorization for any other use. Authorization to download documents includes the right for Bidders to print documents for their sole use, provided they pay all costs associated with printing or reproduction. Printed documents may not be re-sold under any circumstances.

2.04            The procurement website will be updated periodically with Addenda, lists of interested parties, reports, or other information relevant to submitting a Bid for the Project.

2.05            Printed copies of the Contract Documents may be obtained from Accent Imaging for a cost of

$225.00 at https://www.planscope.com . Interested bidders may also contact the Engineer at krista.paredes@freese.com for a digital copy of the Contract Documents at no cost.

ARTICLE 3 – PRE-BID CONFERENCE

3.01           A mandatory pre-bid conference for the Project will be held on April 9, 2024 at 2:00 pm at the following location:

3.02           Bids on products or other qualified manufacturers are acceptable provided request is made in writing not less than 10 days prior to scheduled receipt of bids, and provided the product has been previously approved by the City of Wilson’s Product and Design Review Committee (PDRC). Justification of any approvals will be made available to the public in writing, via addendum, no later than 7 days prior to the date of the opening of Bids.

ARTICLE 7 – DELIVERY OF BIDS

7.01           Sealed Bids must be delivered to the Owner at the address below no later than 2:00 pm on May 7, 2024 to be accepted. The Bids will be publicly opened and read aloud at this time and place including the names of the Bidders and their Bids. Bids received after this time will be returned unopened.
