Sealed Bids are invited and will be received by the City of Raleigh until 2:00 pm, Thursday, September 14, 2023, at the offices of the City of Raleigh Engineering Services Department, Suite 400, Raleigh Municipal Building, 222 W. Hargett Street, Raleigh, NC. Please contact Lee Mai at Lee.Mai@raleighnc.gov if you have questions about the bid drop off location.

The bid opening will be held outside the main entrance of City of Raleigh Municipal Building located at 222 W. Hargett Street. In addition, it is strongly recommended that each submitting firm send only one representative, and that all current CDC and Local rules are followed concerning social gatherings.

After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/NCDOT reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance, and the time specified in the Bid Form for the performance of the Contract.

A Non-Mandatory Pre-Bid Meeting will be held at 10:00 am on August 22, 2023 via a Virtual Meeting. If you would like to attend the virtual meeting, please send an email to Lee.Mai@raleighnc.gov that includes the name and email address of the attendees. Invitations to the virtual meeting will go out the day of the pre-bid meeting.

Questions outside of the Pre-Bid meeting will be addressed as part of addenda and will be received ONLY in written form. The deadline to submit written questions to Lee Mai at Lee.Mai@raleighnc.gov is August 29, 2023.

Contract documents (Printed plus Digital) can be purchased from Accent Imaging for a non-refundable fee of One Hundred and Fifty Dollars ($150.00) plus sales tax for Hard Copies or Seventy Five Dollars ($75.00) plus sales tax for Digital Copies. With each request for Bidding Documents, supply the following information: Company name, contact person, street address, phone number, and email address for Bidding point of contact; N.C. Contractor’s License (if applicable) with limitation and classification; indicate if the firm will be a Prime bidder, Supplier, or Sub-Contractor.
