Sealed Bids will be received until 2:00 PM, Wednesday, July 19, 2023, at One Exchange Plaza Suite 620 Raleigh, NC 27601, at which time and place bids will be publicly opened and read aloud for the construction of the Garner Road Sewer Improvements project.

After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract. As a precautionary measure due to COVID-19 and understanding that some businesses have chosen to suspend employee travel, the Bid Opening will also be held via a virtual meeting. Invitations to the virtual meeting will be sent to those who attended the mandatory Pre-Bid Meeting. Others interested in attending shall contact the Engineer.

A Mandatory Virtual Pre-Bid Meeting will be held at 2:00 PM, Tuesday, June 13, 2023. Requirements for pre-bid submittals of an “or-equal” are required within 10 days of the issuance of the Advertisement for Bids and in accordance with Section 00200, Instructions to Bidders.

The Project consists generally of the following major items:

 ·         Replacement of approximately 4,119 linear feet of 8-inch gravity sewer to 12-inch HDPE gravity sewer via pipe bursting and associated manholes as shown on the Drawings and as specified.

 ·         Replacement of approximately 26 existing active sewer service laterals connected to sewer lines to be replaced.

Bidding Documents may be examined at Engineer's office and at: ConstructConnect, online; McGraw Hill Dodge Company, online; Construction Journal, online; and NC Institute of Minority Economic Development (a.k.a. The Institute), online.

A hard copy of the plans, contract, plus electronic files may be obtained for a nonrefundable fee of $125. Alternatively, a copy of just the digital plans and specifications can be obtained for a nonrefundable fee of $60. Plans and digital files must be purchased through Accent Imaging to be on the bidders list. Bids will only be accepted from companies listed on the bidders list.
