INVITATION TO BID (REBID) ONSLOW COUNTY LANDFILL

PHASE II SUBTITLE D LANDFILL PARTIAL CLOSURE ONSLOW COUNTY, NORTH CAROLINA

BID NUMBER 103-25C

This Invitation to Bid (Rebid) constitutes a rebid of the Phase II Subtitle D Landfill Partial Closure, which replaces the prior solicitation issued on July 7, 2025. Sealed Bids from qualified Contractors for the Phase II Subtitle D Landfill partial closure, Bid Number 103-25C, will be received by Onslow County at the Purchasing Department office located at 234 NW Corridor Boulevard. Jacksonville, North Carolina 28540 until 1:00 P.M., local prevailing time, on September 26, 2025, and in Meeting Room 111 where they will be publicly opened and read aloud. Bids received after this time will not be accepted. The clock in the Purchasing Department room will be used to determine the time of receipt.

The Work to be performed under this Contract generally includes stripping existing vegetation, installing or removing intermediate cover material for a minimum thickness of 12-inches above waste, subgrade preparation, construction of the approximate 17-acre Subtitle D landfill final cover system (i.e., gas venting geocomposite drainage net, 40-mil linear low-density polyethylene geomembrane, stormwater management geocomposite drainage layer, 18-inch protective soil layer, and 6-inch vegetative layer), leachate management, removing waste and soil for the toe of slope tie-in, installing high-density polyethylene stormwater downdrains, soil berms, and vegetative swales, landfill gas collection system installation, and other incidentals as shown on the Drawings and detailed in the specifications.

An off-site borrow source owned by Sunland Builders Incorporated is required to be used for the partial closure. Soil will be tested, imported, and installed from this borrow source in accordance with the Drawings and as specified herein. A general schedule to complete the partial closure Work is required to be submitted by all Bidders The schedule must show all Work being completed and invoiced by September 2026.

The existing Onslow County Subtitle D Landfill is located approximately seven miles northwest of the City of Jacksonville at 415 Meadowview Road, Jacksonville, North Carolina 28540. Contract Documents consisting of Drawings, Project Manual, and Addendums No. 1 and 2 may be reviewed online at www.planscope.com. Electronic and hard copies of the Contract Documents may be obtained from the same website at the Bidder’s expense.

If forwarded by mail, the sealed envelope containing the Bid should be marked: Onslow County Phase II Subtitle D Landfill Partial Closure (Bid Number 103-25C) with the name and address of the Bidder. The sealed envelope should be addressed to Onslow County, Attn. Mrs. Christina Russell, Purchasing Division Head, 234 NW Corridor Boulevard, Jacksonville, North Carolina 28540. Bids will not be accepted after 1:00 P.M. on September 25, 2025. It is the responsibility of the Bidder to ensure accurate and timely delivery of the Bid.
