Sealed Bids will be received from 12.00PM until 1:00PM on October 19, 2023 outside in front of Raleigh Municipal Building at 222 W Hargett Street, Raleigh, NC 27602, at which time and place bids will be publicly opened and read aloud for the construction of the Scotland Street Roadway Improvement Project.

After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract.

A Non-Mandatory Pre-Bid Meeting will be held at 3:00PM on Thursday October 5, 2023 via a virtual meeting. If you like to attend the virtual pre-bid meeting, please send an email to Mukund.Moghe@raleighnc.gov or Diana.Deadmore@raleighnc.gov that includes the name and email address of the attendee(s). Invitations to the virtual meeting will go out the day of pre-bid meeting.

Requirements for pre-bid submittals of an “or-equal” are required within [10] days of the issuance of the Advertisement for Bids and in accordance with Section 00200, Instructions to Bidders.

The Project consists generally of the following major items:

Furnishing all labor, materials, equipment and performing all work necessary and incidental to the installation of 509 LF of storm sewer, 5 Catch Basins and castings, 1380 LF of concrete curb & gutter, 1110 LF of 5 LF Sidewalk, 8 concrete curb ramps, 2118 SY of milling of existing pavement, 2450 SY of 3” asphalt concrete, erosion control, traffic control and setting up detour, and other pertinent items including seeding and restoration.
