The Work to be performed under this landfill remediation Contract generally includes timbering, clearing and grubbing, erosion and sedimentation control, stormwater control, groundwater monitoring well and landfill gas (LFG) probe abandonment, surficial waste removal, excavation and relocation of buried waste from select areas, the installation of a protective cover soil system above waste (i.e., a nonwoven geotextile demarcation fabric above waste and 12-inches of fill above the demarcation fabric), grading, and other incidentals as shown on the Drawings and detailed in the Project Specifications. All Work will be completed by the selected Contractor within 6.5 months of the date of mobilization. The Contract completion date will be extended for approved change orders or weather delays. The Fishertown Dump (Site) is located northeast of the intersection of Charleston Avenue and Wig Street in Kannapolis, Cabarrus County, North Carolina, and consists of five waste disposal areas (i.e., Areas A through E). The waste disposal areas are located on Parcel Identification Numbers (PINs) 5603-56-3912, 5604-50-6065, 5604-60-5055, 5603-59-7659, 5603-59-4387, 5603-59-5470, 5603-59-9452, and 5603-59-

7082. The nearest address is 5912 Charleston Avenue. The Site is accessed from a right-of-way located off Charleston Avenue on the north side of this property.

A mandatory pre-bid conference will be held on-site at 11:00 A.M. on Wednesday, July 19, 2023. All prospective bidders are required to attend and will meet at the end of Wig Street as shown on Figure 1. Questions following the pre-bid conference regarding the intent or scope of work must be delivered in writing to Ms. Janelle Farley by e-mail at farleyjb@cdmsmith.com. To be given consideration, questions must be received by Monday, July 24, 2023. Responses to questions received will be provided to all bidders and an addendum will be issued, if required, by Thursday, July 27, 2023.

All bids will be submitted to Ms. Janelle Farley by 12:00 P.M. on Wednesday, August 9, 2023. The bid package must be sealed with the following information on the exterior: Fishertown Dump Remediation Project (Bid Number NONCD0000179) and name and address of the bidder. The bids should be sent to Ms. Janelle Farley at the CDM Smith Inc. office located at 5400 Glenwood Avenue, Suite 400, Raleigh, North Carolina 27612. Bids received after 12:00 P.M. on August 9 will not be accepted.

The bid opening will be held virtually at 2:00 P.M. on Wednesday, August 9, 2023. Sealed bids will be opened in the presence of Engineer and the NCDEQ. A Microsoft® Teams meeting invite will be sent to all bidders that submit a bid by noon on August 9, 2023. All bidders may attend the bid opening. The cost provided by each bidder to complete the Site remedy will be provided at the bid opening, but Contractor selection will not be determined until Engineer and NCDEQ evaluate the bids.
