Sealed Bids will be received until 2:00 pm on Monday, April 3, 2023, at Room 303, 222 W. Hargett Street, Raleigh, NC 27601, at which time and place bids will be publicly opened and read aloud for the construction of the Spring Forest Road, East Millbrook Road, North New Hope Road Sidewalk project.

After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract.

A Non-Mandatory Pre-Bid Conference for all contractors, sub-contractors, minority and woman owned businesses will be held at 11:00 am on Monday, March 13, 2023 via a virtual meeting. Invitations to the virtual meeting will go out the day of the pre-bid meeting.

Requirements for pre-bid submittals of an “or-equal” are required within 10 days of the issuance of the Advertisement for Bids and in accordance with Section 00200, Instructions to Bidders.

The Project consists generally of the following major items:

Construction of new 4-inch concrete sidewalk on Spring Forest Road from Atlantic Springs Road to Capital Boulevard (3210 LF), on Millbrook Road from Atlantic Avenue to Capital Boulevard (4170 LF), and on New Hope Road from Capital Boulevard to Wallingford Drive (1630 LF). Includes grading, storm drainage, paving, curb and gutter, erosion control, utility relocations, traffic signal upgrades and other incidental items of work.
