Bordeaux Construction as the Construction Manager at Risk (CMAR) is accepting subcontractor bids for the
New Hanover County New DJJ Facility Project. Sealed proposals will be received by Bordeaux Construction
at location and times noted in “Bid Procedures” section below.


Scope generally consists of:

The New Hanover County Department of Juvenile Justice is demolition and new construction of a three story, 38,785 SF family courthouse facility which will replace the existing facility located at 138 North 4th Street, Wilmington, NC. The project consists of a secure area with a vehicular sally port, holding cells, and deputy offices. The public areas include first and second floor lobbies, two courtrooms, and offices for judicial staff, court counselors, and mental health.

The structure is primarily steel framed but does consist of some load bearing CMU; the roof is
low slope single ply, and the façade has areas of ACM wall panels, storefront/curtainwall, and
architectural CMU and brick veneer. Mechanical systems consist primarily of package roof top units. Electrical system includes an emergency generator and fire alarm system.


A pre-bid conference will be held on Wednesday, May 29th at 1PM at the New Hanover County Building; 320 Chestnut Street, Wilmington, NC 6th Floor Training Room. Pre-bid meeting minutes will be posted and distributed to prequalified bidders. Complete Plans, Specifications, and Contract Documents will be made available after 5:00PM May 24th, 2019 as follows:

Bidder is responsible to review the Plans, Specifications, and Contract Documents against the list of “Project Contract Documents” and “Project Specifications” in Section One of this Bid Manual. Notify Rachel Sayre at of any inconsistencies.

Should the bidder find discrepancies in, or omission from, the drawings or documents or should he/she
be in doubt as to their meaning, he/she shall at once notify the CMAR project manager at who will send written instructions in the form of addenda (if deemed necessary) to all bidders. Notification should be no later than seven (7) days prior to the date set for receipt of bids.

Neither the Construction Manager, Owner nor the Designer will be responsible for any oral instructions.

All questions and request for information shall be made in writing and submitted to Rachel Sayre via
email Responses to any questions/clarifications will be made in writing in the form of addenda, if required. Any verbal response during the pre-bid period are not considered part of the contract documents unless included in addendum. The site will be available for bidders to review immediately following the pre-bid conference, and is generally available for review at any time during normal business hours. The last day for questions/clarifications and substitution requests shall be submitted by 5pm (EST) on Tuesday, June 4th, 2019. Questions received after this time will not be addressed.

Bordeaux Construction will receive, open, and publically read subcontractor bid proposals for the New Hanover County New DJJ Facility project. Bids will be publically read at the date and time noted in the Bid Schedule below in the New Hanover County Building; 320 Chestnut Street, Wilmington, NC 6th Floor Training Room.
