MCDEEDS CREEK ELEMENTARY SCHOOL INTERSECTIONS IMPROVEMENTS
Moore County Board of Education invites single prime bids on the project known as the “McDeeds
Creek Elementary School Intersection Improvements”. Sealed proposals are invited and will be received at the office of the Moore County Board of Education, Board Room, 5277 Hwy. 15-501 South, Carthage, NC 28327, until
2:00 P.M., Tuesday, April 23, 2019, for the construction of the McDeeds Creek Elementary School Intersection Improvements. All bids will be opened and read aloud in the Board Room at the
Administrative Offices facility. This project will be bid and awarded in accordance with G.S143-128 and G.S. 143-129.
Work of the Project includes approximately 1460 linear feet of street construction at the
intersection of Camp Easter Road and Knollwood Spine Road, approximately 300 linear feet of street
construction at the intersection of Fairway Drive and NC-22, approximately 880 linear feet of
street construction at the intersection of Camp Easter Road and Niagara Carthage Road. The work
includes grading, paving storm drainage, curb and gutter, sidewalk, signing, traffic control, pavement markings, utilities, erosion control, and other related items as shown on the plans.
A non- mandatory pre-bid conference for all prospective bidders will be held at 2:00 P.M. on
Tuesday April 9, 2019 at the proposed project site located at, 2953 Camp Easter Road, Southern Pines, North Carolina. Also, any questions may be directed to Jason Pace by email at firstname.lastname@example.org until 5:00 p.m. on Monday, April 15, 2019; after which time no further questions will be entertained.
Hard copies of all forms are required for the bid submittal. Copies of the plans, contract
documents, and specifications may be obtained from the Accent Imaging website
(www.accentimaging.com) at the cost specified by Accent Imaging. Plans must be purchased via the
website for bidders to be registered on the official bidders list. Only bids from bidders on the
official bidders list will be considered by Moore County Board of Education.
Each proposal shall be accompanied by a Bid Guarantee of five percent (5%) of the bid in cash,
certified check or a fully executed Bid Bond. The deposit shall be retained by the Owner if the
successful bidder fails to execute the contract within ten (10) days after award or fails to give
satisfactory surety as required herein. (General Statutes of North Carolina, Chapter 143, Article
8, Section 129.) No bid may be withdrawn for a period of ninety (90) days after the opening
thereof. The successful bidder will be required to furnish 100% Performance Bond and a 100% Labor
and Material Payment Bond.
Bidders are required on school construction and renovation projects covered by N.C. Gen. Stat.
143-128 to make a “good faith effort” to meet minority participation goals. Bidders shall identify
on its bid the minority businesses that it will use on the project. Bidders shall submit along
with the bid an affidavit listing the good faith efforts it has made pursuant to subsection (f) of
G.S. 143-128.2 and the total dollar value of the bid that will be performed by the minority businesses. A bidder that performs all of the work under the contract with its own workforce may submit an affidavit to that effect in lieu of the aforementioned affidavit otherwise required under this subsection.

Board of Education, Board Room, 5277 Hwy. 15-501 South, Carthage, NC 28327. The proposal form provided by the Moore County Board of Education shall be used and shall not be taken apart or altered. All bids must be in a sealed envelope clearly stamped or marked (in letters of 1/4” or more).
