Sealed Bids will be received by the Town of Wake Forest in the office of the Planning Department, 301 South Brooks Street, Wake Forest, N.C. 27587 until 2:00 pm, Friday, May 3, 2019, at which time in the Town Hall Ground Floor Meeting Room A/B, 301 South Brooks Street, Wake Forest, N.C. 27587, the bids will be publicly opened and read aloud for the following:
TOWN OF WAKE FOREST
LIGON MILL ROAD IMPROVEMENTS / PROJECT U-5118BA

The project generally includes approximately 0.371 miles of roadway widening along Ligon Mill Road from US-1A (Main Street) to the Walmart driveway. The scope of work consists of grading, paving, drainage, erosion control, utilities, and signals.
There will be a mandatory pre-bid meeting for all perspective prime bidders on Thursday, April 11, 2019 at 2:00 P.M. in Town Hall Ground Floor Meeting Room A/B at 301 S Brooks Street, Wake Forest, NC 27587.
No bid shall be considered or accepted by the Town of Wake Forest unless at the time of its filing the same shall be accompanied by a deposit with the Town of Wake Forest of cash, or a cashier’s check or a certified check drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation, in an amount equal to not less than five percent of the Proposal. In lieu of making the deposit as above provided, such Bidder may file a Bid Bond executed by a corporate surety licensed under the laws of the state of North Carolina to execute such bonds; conditioned that the surety will upon demand forthwith Contract in accordance with the Bid Bond. If upon acceptance of his Bid, a Bidder fails to enter into a Contract with the Town of Wake Forest, the bid deposit shall be forfeited to and become the property of the Town of Wake Forest.
A separate performance bond and payment bond each in an amount equal to one hundred percent of the Contract price will be required. Carriers must be authorized to do business in the state of North Carolina.
Bidders must conform to the provisions of the North Carolina Contractor’s Licensing Act of 1925, as amended.
The Owner reserves the right to reject any Proposal for failure to comply with all the requirements of this Notice or of any of the Contract Documents; however, it may waive any minor defects of informalities at its discretion. The Owner further reserves the right to reject any and all Proposals or to Award the contract, which in its judgment is in the best interest of the Owner.
The Contract is to be awarded to the lowest responsible, responsive bidder, provided the Bid has been submitted in accordance with the requirements of the Bidding Documents, is judged to be reasonable, and does not exceed the funds available.

Copies of the Contract Documents may be obtained from Accent Imaging of Raleigh, NC at 919-782-3332, or by using their online plan room. Purchase of the entire bid set includes all plans and specifications, including addenda. The purchase cost of the Contract Documents is nonrefundable.
Accent Imaging will maintain an official plan holders list. Please contact Accent Imaging to be added to this list if plans are received from any other source.
Neither the Owner nor the Engineer will be responsible for full or partial sets of Contract Documents, including any Addendum obtained from any other source.
Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed or any national origin and so certify with the form included in the proposal.
