WAKE FOREST DOWNTOWN IMPROVEMENTS PHASE III

Sealed proposals are invited and will be received by the offices of the Town of Wake Forest Planning Department at the 3rd Floor of the Wake Forest Town Hall, 301 South Brooks Street, Wake Forest, NC 27587, until 2:00 P.M., Thursday, December 13, 2018, at which time at a meeting in the Wake Forest Town Hall 2nd Floor Board Room, 301 Brooks Street, Wake Forest, North Carolina 27587, the sealed proposals will be publicly opened for construction consisting of furnishing and installing the following:

Approximately 1700 linear feet of street construction of White Street, between Holding Avenue and Elm Avenue, approximately 300 linear feet of street construction on East Owen Avenue and approximately 200 linear feet of street construction on Brooks Street. The work includes grading, paver installations, landscaping, storm drainage, paving, curb and gutter, sidewalk, signing, traffic control, pavement markings, utilities, erosion control, and other related items as shown on the plans.

Hard copies of all forms are required for the bid submittal. Copies of the plans, contract
documents, and specifications may be obtained from the Accent Imaging website
(www.accentimaging.com) at the cost specified by Accent Imaging. Plans must be purchased via the
website for bidders to be registered on the official bidders list. Only bids from bidders on the official bidders list will be considered by the Town.

A mandatory pre-bid conference for all prospective bidders will be held at 2:00 P.M. on Thursday
November 29, 2018 301 Brooks Street, Wake Forest, North Carolina. Also any questions may be
directed to Jason Pace by email at jason.pace@kimley-horn.com until 5:00 p.m. on Thursday, December 6, 2018; after which time no further questions will be entertained.

No proposal will be considered or accepted unless at the time of its filing, the same shall be
accompanied by a cash deposit, cashier’s check, or certified check on a bank or trust company
insured by the FDIC and authorized to do business in North Carolina in an amount equal to five
percent (5%) of the proposal. In the alternative, a five percent (5%) bid bond issued by a
corporate surety licensed by the State of North Carolina may be filed with the proposal. Bidders
must be properly licensed under Chapter 87 of the General Statues of North Carolina and must comply
with nondiscrimination provisions. The Town is an equal opportunity Municipality/Owner and
invites small and minority contractors to bid. The Town reserves the right to reject any or all
proposals.

Mailed bids should be sent to Town of Wake Forest Planning Department; Attention: Candace Davis;
301 Brooks Street, Wake Forest, North Carolina 27587. The proposal form provided by the Town of
Wake Forest shall be used and shall not be taken apart or altered. All bids must be in a sealed envelope clearly stamped or marked (in letters of 1/4” or more).
