Sealed Bids will be received until 2pm on Friday January 14th, 2021, at 222 West Hargett Street, at
the front entrance to the building, Raleigh, NC 27601, at which time and place bids will be
publicly opened and read aloud for the construction of the Louisburg Rd Sidewalk project.

After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria
set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any
informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the
lowest responsible and responsive Bidder, taking into consideration quality, performance and the
time specified in the Bid Form for the performance of the Contract.

A Non-Mandatory Pre-Bid Meeting for all contractors, sub-contractors, minority and woman owned
businesses will be held at 2 pm on Thursday December 16, 2021 via a virtual meeting. If you would
like to attend the virtual pre-bid meeting, please send an e-mail to molly.zahorian@raleighnc.gov
that includes the name and email address of the attendee(s). Invitations to the virtual meeting
will go out the day of the pre-bid meeting.

Requirements for pre-bid submittals of an “or-equal” are required within 10 days of the issuance of
the Advertisement for Bids and in accordance with Section 00200, Instructions to Bidders.

The Project consists generally of the following major items:

The Louisburg Sidewalk Project will install approximately 6,500 linear feet of 5-foot wide sidewalk
along Louisburg Road. The project will extend existing sidewalk from Beacon Street on the south end
to Perry Creek Road on the north end. The sidewalk will provide improved pedestrian connectivity
between Spring Forest Road, Wake Technical Community College and commercial areas near Perry Creek
Road. Pedestrian signals design by an outside consultant will be used to safely cross the I-540
