Pursuant to Section 143-129 of the General Statutes of North Carolina, sealed Bids will be received by Orange Water and Sewer Authority from Bidders until 1:00 P.M., local time, on 25, February, 2020 for CIP No. 272-46, Project: “WTP Chemical Facility Improvements” at the Jones Ferry Road Water Treatment Plant, in the Administrative Offices, 400 Jones Ferry Road, Carrboro, North Carolina 27510, at which time the Bids received will opened and read aloud.
Bids will be received for a Single Prime Lump Sum General Construction Contract. The Contractor
and all Subcontractors shall have valid North Carolina General Contractor’s Licenses for the type
and value of the work to be performed.
The Project consists of furnishing all materials, labor, equipment, tools, etc. unless otherwise
specified, for the complete and operable installation of:
Chemical facility improvements consisting of a new bulk chemical storage containment area,
modifications to the existing bulk storage area, chemical feed system improvements for caustic,
ferric sulfate, alum, polyphosphate, sodium hypochlorite, ammonia and powder activated carbon, and all associated electrical work, instrumentation work, and appurtenances as described in the Specifications and as shown on the Drawings.
The following addendum were issued with the original bid # 272-46 (bid opening held Tuesday,
February 11, 2020) and shall be made a part of this re-advertised contract:
1. Addendum No. 1 issued February 3, 2020 (attached)
2. Addendum No. 2 issued February 7, 2020 (attached)
The foregoing description shall not be construed as a complete description of all work required.
Beginning on 14, February, 2020, the Contract Documents will be on file in the Administration
Building, in the Administrative Offices, 400 Jones Ferry Road, Carrboro, North Carolina and at
the office of Freese and Nichols, Inc. located at 1017 Main Campus Drive, Suite 1200, Raleigh,
North Carolina, 27606-4929. Copies of the Contract Documents may be reviewed online and
purchased from Accent Imaging at 8121 Brownleigh Drive, Raleigh, NC 27617, 919-782-3332, or at
their website at www.planscope.com. A full-size hard copy may be purchased for a non-
refundable fee of one hundred fifty dollars ($150.00) and a one-half size hard copy for one
hundred dollars ($100.00), plus sales tax and shipping. An electronic copy may be purchased for
a non-refundable fee of fifty dollars ($50.00). Documents must be purchased through Accent
Imaging, and bids will only be accepted from companies listed on the official bidders list to be
maintained by Accent Imaging. Partial sets of Contract Documents will not be made available.
The Contract Documents may be viewed free of charge at the Administration Building, in the
Administrative Offices, 400 Jones Ferry Road, Carrboro, North Carolina; and the office of the
Engineer, Freese and Nichols, Inc., 1017 Main Campus Drive, Suite 1200, Raleigh, North
Carolina, 27606-4929, Mondays through Fridays, between the hours of 9:00 A.M. and 4:00 P.M.
